Billy was born January 9, 1947, in Sacramento, CA, to William Edward Carter and Rose Mae (Dick) Carter. He passed away January 21, 2026, in Sperry, OK.

Bill was an over-the-road truck driver for many years. He bought his own truck and started his own business. Billy loved hanging out with his friends at the round table to help solve all the world’s problems, or playing poker on Thursday nights, or the annual caravan to Louisiana for the crawfish festivals. We can’t forget his epic performances on the weekends of his rendition of “Suspicious Minds” or “The Wonder of You”, as the were legendary at the Bank Lounge in Sperry. A couple of Billy’s favorite times were spending time with his brothers, and he loved spending weekends at the lake with his family.

He is survived by his sons, Billy Carter of Sperry, and Jason Weathers of Sperry; daughter, Jamie Thurman and husband, Steve of Claremore; grandchildren, Taylor Thurman of Catoosa, Elli and David Tillotson of Broken Arrow, J’son Weathers of Sperry; Kayli and Kayne Williams; of Locust Grove, and Karile Martinez; great-grandchildren, Alexander Beesley, Selene Williams, Astraea Williams, and Theodore Williams, Emma Tillotson and Elizabeth Tillotson; his companion, Rita Cox; and many other relatives and friends.

He was preceded in death by his wife, Sue Ann Carter; daughter, Toni Kay Weathers; parents, William and Rosa May Carter; and siblings, Allen Carter, Virgil Carter, Rex Carter, Linda, Nelda, and Timothy.
